Key Takeaways
- Use the fee schedule for the registration year you are paying.
- Determine eligibility before assuming a light vehicle, exempt commodity or in-state route makes you exempt.
- Keep the registration confirmation and the records supporting your fleet count.

UCR explained
UCR is a base-state registration program established under federal law. It supports state motor-carrier safety and enforcement. Registration is annual; it is separate from the federal systems used to obtain or update a USDOT number and operating authority.
Reference: UCR Handbook.
Who needs to register?
Covered categories include interstate for-hire motor carriers, private property carriers, brokers, freight forwarders and leasing companies. Private passenger carriers are treated differently. Use the official eligibility questionnaire for your actual business.
- An in-state delivery may still be part of interstate commerce when the shipment crosses a border elsewhere in its journey.
- A small vehicle does not automatically make the business exempt. Some registered carriers with no countable commercial vehicles still owe the lowest-bracket fee.
- An exemption from federal operating authority for certain commodities is not a UCR exemption.
Do not apply another carrier's answer to your fleet without checking the underlying facts. Ask your base-state UCR agency when classification is unclear.
Official 2026 and 2027 UCR fees
Annual fee per entity for carriers and freight forwarders, using the applicable countable-vehicle bracket:
| Vehicles | 2026 | 2027 |
|---|---|---|
| 0–2 | $46 | $55 |
| 3–5 | $138 | $167 |
| 6–20 | $276 | $333 |
| 21–100 | $963 | $1,163 |
| 101–1,000 | $4,592 | $5,548 |
| 1,001+ | $44,836 | $54,165 |
Brokers and leasing companies pay the lowest bracket. Payment-processing and assistance charges may be separate. Source: UCR's official fee schedule, checked October 18, 2026.
Trailers are not counted separately. The combination's weight can still determine whether its power unit counts. Follow the handbook's counting period, lease and adjustment rules; do not simply count every asset on an equipment list.
Registration checklist
- Confirm the correct legal entity, USDOT record and registration year.
- Determine business category and fleet count, retaining the supporting records.
- Use the official National Registration System or your base-state registration process.
- Review the fee and any separately stated charges before payment.
- Save confirmation and verify that the selected year shows registered.
If you use an assistance service, agree on its fee and responsibilities first. Check the final registration yourself; a service invoice alone is not registration confirmation.
When is UCR due?
The UCR Plan says covered businesses continuing to operate must register and pay before January 1 of the registration year. The 2027 portal opened October 1, 2026. Do not assume a state grants a grace period. Check the current UCR registration notice before filing.
Enforcement and late registration
After the deadline, the registration fee remains due and state enforcement may apply. There is no single nationwide penalty amount to quote for every situation. If you receive a notice, confirm its authenticity with the issuing agency, identify the registration year involved and follow that agency's response process.
UCR and other registrations
Keep a separate checklist for UCR, USDOT registration, operating authority, IRP and IFTA. Paying one does not settle the others. Applicability, billing basis and deadlines differ.
